Open Source Business Technology
A prominent Government-Linked Company (GLC) planned to execute an extensive roadmap of IT-based projects over a three-year period. Awan Bayu was appointed as the IT-PMO (Project Management Office) through a rigorous open tender process, selected for our deep domain expertise and our proven capability to deliver successful outcomes.
- Phase 1: Comprised thirteen core IT projects and fifteen key deliverables to be completed within a 12-month timeframe. This phase demanded high-level technical expertise, strategic procurement, and experienced management throughout the program’s duration.
Our client’s primary challenge was the constraint of internal resources, which were insufficient to manage multiple concurrent projects—especially those requiring a diverse range of technological skills and business knowledge in consultancy, project management, and documentation.
- Review, Restructure, and Document: To evaluate, reorganize, and formally document the IT Strategic Roadmap for the current year.
- Strategic Framework & Future Initiatives: To propose a Core IT Framework and future-ready IT initiatives based on a comprehensive project requirement review.
- Program & Stakeholder Management: To manage the end-to-end IT Program in collaboration with all internal stakeholders within the company.
- Facilitation of Multi-Year Roadmap: To facilitate the seamless implementation of the IT plans and frameworks established for Year 2 and Year 3.
- Knowledge Transfer: To systematically transfer IT-PMO expertise and technical knowledge to the client’s internal team.
The client decided to establish and outsource the IT-PMO (IT Project Management Office) to an external partner, acting as an extension of their Corporate Shared Services Department. Awan Bayu Teknologi delivered three core services through this outsourced IT-PMO: Consultancy, Program Management, and Documentation Services, all based on the Build-Operate-Transfer (BOT) model.
The established KPIs were not only successfully achieved but, in several instances, exceeded the performance requirements stipulated in the contract’s Service Level Agreement (SLA).
A major global conglomerate operating across Asia, the United States, and South America, with an annual group turnover of nearly RM18 billion and a workforce of over 24,000 employees.
The Challenge
The group has been in operation for over 80 years. With a heritage and corporate culture built over decades, they have evolved into a dominant leader in their respective industries. However, due to its vast number of subsidiaries, the group faced critical issues with legacy systems—specifically within a fragmented network environment that incurred high maintenance costs.

The Solution
We established an IT PMO comprising experts in Project Management, Business Analysis, and highly experienced Technical Specialists to address both technical issues and business operations. This team was responsible for the end-to-end delivery and management of the network upgrade—from the initial stages to final implementation—ensuring full alignment with the organization's business objectives.
To ensure zero disruption to existing operations, a comprehensive trial lab was set up for rigorous testing. The new network was implemented in parallel with the legacy system, and migration was carried out in phases to minimize any operational impact.
As a result, the entire network was successfully upgraded with minimal downtime and zero impact on end-users. The group now enjoys significantly enhanced operational efficiency and substantial savings in network infrastructure maintenance costs. This project was executed in phases over four years, covering every major region of their global operations.
